Audio Distribution Systems (ADS-RSLs) are for the transmission of audio content for direct reception within a small restricted area. A licence permits a radio service to be broadcast to a specific closed user group.
ADS-RSLs are not licensed for operation on the FM or AM wavebands, but within other parts of the spectrum.
Audio Distribution Systems are utilised in the following circumstances:
- for broadcasting services transmitted within a defined site, such as a sports stadium, and include material such as a live commentary or a referee's comments.
- to broadcast during other one-off events, e.g. commentary and/or translation services at a conference centre or to provide audio descriptions for the visually impaired.
- for restricted broadcasting services provided at the same site, or at a number of different locations.
- low power services broadcasting on spectrum other than FM or AM, the access to which has been secured separately.

Under current OFCOM regulations, licence applications can only be made within three months of the proposed licence start period. Applicants must allow a minimum of 2 weeks prior to the required date for the licence to allow time for it to be prepared. Applications received less than 2 weeks to commencement date will result in the Broadcasting Act Licence not being granted in time and the application fees being forfeited.
